Xi is essentially a whitehat, but being basically pickled in PLA and CCP it does somewhat limit what he can do without suddenly disappearing and 'coming back' a few weeks later looking like someone else.....

I do however think he is more on his own peoples side than Putin and Trump, to a point where it would take a lot less for him to ignore the big picture if it benefited his own people, even if that was at the expense of his allies...
