No. There is no such thing legal mechanism as "decertification." The state legislatures had their time and failed. The Congress had their time (imo, illegally, because the ECA is unconstitutional) and failed. In either case, the attempt would be post hoc and ex post facto measures... in English, unlawful.

The only constitutional remedy is judicial, that is, SCOTUS.
