The Biden regime knows that if tens of millions of Americans refuse to pay income tax that the economy and fed govt would likely collapse, and there is nothing they could do about it. Thus, an additional 80k + new IRS agents are being put in place in effort to curtail this probability.

Everybody thinks they know what "Income" is but nobody really knows. It's important to know what Income is because receiving Income makes you subject to the Income Tax. When somebody puts money in your hand when is it Income and when is it not? If you find yourself confidently answering this question without ever having read a tax law, then it's possible that you've had a belief implanted in your head by those who are the beneficiaries of your confusion.
I for one, do not receive income. People give me money for products and service, but Income is something that I have nothing to do with. Is this how you put it? I can sense you know what you’re talking about.
Personally, I do receive some Income but most of what I earn is not Income. I pay tax on the Income and on the rest of my earnings I don't.
We think of Income as the umbrella term for "all that comes in." Generally, it would be more proper to think of "all that comes in" as "earnings". Income is a type of earnings. At least that's how I see it based on a little research.
The problem we have is that "employers" report our earnings to the IRS as Income every year. When "employers" do this, they declare it under penalty of perjury. That puts a sworn statement (testimony) in the hands of the IRS that someone received Income. Whether true or false, that testimony, if unrebutted, can be used as evidence against you that you received Income and consequently owe the tax.
I can see that applying to salaried people. What about wage slaves? Yea it’s “income” but it’s not guaranteed, one would have to work for it. Would that make a difference in the argument?
