It won't happen, however this is awesome! I've never heard of a county seceding from a state, especially not close to home. Perhaps it has happened before.
It would be amazing if voters elected to secede, even if it wasn't approved.
The creation of West Virginia is an interesting case, and the organizers of Jefferson (Northern California) and the secessionists of Eastern Washington and Oregon have planned on following it. The basics are that they apply for statehood based on the fact that their current state does not have a republican form of government, i.e., it does not represent them and therefore isn't actually a state.
Happened during the civil war in Alabama. Look up “Free State of Winston” Winston Co AL. Seceded from Confederate AL.
