Parliamentary governments do this whenever one party doesn't have majority rule. In other words, when they can't get the majority to agree on their bullshit laws they redraft party lines until they can.
It's honestly not as bad as you think given the name. It's not good, for the assholes in charge, but it's not catastrophic for their elites.
Truth be told, 90% of American politics occur in a similar state of a non-majority backed by the filibuster.
It's actually a unique feature of American politics that nothing happens most of the time.
When you have a Parliamentary government, with majority rule, then stupid shit happens because they are empowered to do crap just because they can. Like an art student globbing more paint onto the canvas because they can't help themselves and making a ripe mess of an otherwise good thing.
The Founding Fathers intentionally set up America to make it hard for anything to happen, just so radical/progressive twats don't come along in a single generation and try to change too much at once, thereby screwing the American people over for no good reason.
Meanwhile, Parliaments find a new way to screw over their citizenry on nearly a monthly basis. It's taken 200 years for America to sustain the gross damage some Parliaments manage to do to their citizens in a single term.
