WE need to propose something (pehaps military - I don't really like that idea though - too much centralized power again) to assume a few of their duties - such as tracking and catching terrorists, stuff like that. Disparate methods of tracking and poor inter-state communication would only open us up to opportunistic attacks, foreign and domestic.
