Q answered that, in a way, by stating that some of these are only intended to be understood at a later date. It's clear that some comms are meant for specific people. Others are intended as markers to be referenced. And some are meant for us to figure out, as Q told us to learn.

But obviously comms that can't be understood by anyone aren't comms at all.
