Always remember that every time you save as jpg, even if you don't change any settings on the file at all, it will lose some quality.
In other words, if you save the same image 100 times as a jpeg with max quality, it will still show signs of degradation and noticeable rasterization now commonly known as Image Fry, which has become an art form in and of itself.
Once you do find the frame you're looking for, go back to the original source material and extract the frame as a png for best quality. You'll end up kicking yourself later if you find something good but posted the poorer quality when you could have started with the best sample.
Most of the time you won't need to convert all frames.
VLC Player on a desktop PC will suit most needs. Learn the hotkeys for jumping back and forth (there are different jump sizes available for quick movement), pause + next frame to go frame-by-frame, and the hotkey to take a video snap to save JPG snapshots for later anaysis.
Left and right arrow keys for browsing web page embedded videos is enough for me most of the time, because usually I want to observe the behavior of the 'Joe' who's pretending to be Joe Biden. 😎👍

Good advice.

This.
Any open source video editing software will also allow one to step through frames or keyframes. But TBH, VLC is probably simplest for most.
👍
