I don't think they ever claimed masks would stop individual virus particles; they seemed to suggest it was only intended to stop coughs and sneezes from spreading "mist", or from stopping such "mist" from being breathed in. The thing is, most masks worn let all sorts of unfiltered breath in and out; it was ALWAYS mostly just symbolic. Now the general public's belief in masks function/performance is another matter.
