What’s the OO?

It would seem The Q group has been around since JFK. The original members are likely deceased or retired. This drop has always had me wondering. How did the cabal not take them out? Or put them in different positions where they couldn’t see everything . Someone had to give them the highest level of classification authority. Why wasn’t it revoked and the team scattered? There has to be very few individuals with this type of access.
