It was not looting and rioting (according to the video). But, when the cards turned back on, people abandoned their carts abd left a mess.

My question is: do you think it was walmart's policy in the moment, or the outage that caused the panic buying?

And, maybe the threat of looting was what prompted the "no limit" policy?
