I searched using Yandex "Time front covers" and the same cover came up as belonging to MAD magazine, Feb 2019.

When you use Yandex to search for Time magazine front covers, then image tab, it sure does throw some strange front covers up! Have a go.

Someone else (on Gab maybe?) pointed out it was a MAD parody cover.

I've noticed that as it's getting later in the day, the photos are being cropped so you can't see that cover any more.

...and that's hilarious.
