He was there to out a turncoat... Probably was given fake "important" info they knew he wouldn't keep secret. When that info was regurgitated by another, they knew who the rat was.

Or it could have been the other way around in which the rat confided in him thinking he was another rat.

Whether he was good or bad doesn't matter.
