I think the way they are trying to circumvent the discrimination law is by saying this policy only applies in these specific all-black / all-latino neighborhoods. So if you're a white person buying a house in that all-black neighborhood then I don't think they can legally deny you.
Of course they may deny, just highlighting how they are approaching it.
Edit: Apparently this is called "Redlining" which is also illegal.
