That makes sense. I guess I see them as different things cause I just assumed a CO would be told by their handlers what to say and what not to say, implying they'd know they're putting out disinfo. Whereas I took UI to mean someone who's 100% in the dark and "oh well, they told me to say this so I'll say this"
