What I don't get is the fact that this doesn't even make any sense.
A well insulated house kept at 68 on a blisteringly 95 degree day will use less energy than an uninsulated or poorly insulated house kept at 78 on the same day.
Let's regulate everyone's temperature to 78? Sounds like a way to keep people miserable. The only advantage to the insulated home is electrical cost of the a/c kicking on less often, not them being more comfortable (which is why they did it in the first place).
