If you stage an explosion and then fake "nuclear fallout emergency" in NYC... the "radiation" can spread to Washington DC, New Jersey, Philadelphia, Boston, etc... or even travel against the wind (because Science!!!) down the Eastern Coast of the U.S..

Naturally, everywhere the "radiation" is excessive... can't hold elections until the "danger" is over.
