Usually, I scoff at "decodes" as being Rorschach blot exercises. But in this case, I suggest it is very helpful to accept this definition: "Democracy" = rule by Democrats. It gives Biden's speech complete clarity as to meaning, and a clue to the identity of his intended audience. They will all be nodding their heads "yes."
