Yup. It's unreal. My daughter's friend is so obviously a girl and the friend was the subject of our conversation. My daughter kept saying, referring to her friend, that "they're doing this," or, "they're doing that." For about 2 seconds I was very confused as to what the hell she was talking about until I realized this friend's of hers used they/them as their preferred pronouns. It would have never gained wings if the public school system didn't support it.
Its not uncommon when the subject isn't well known, for instance if "he" or "she" doesn't work because its not known.
But your stepdaughter calling her friend a they is just weird. Its tortured language, for sure.
