My understanding of US Special Masters is that they are like deputy judges. They can get stuck in with the details without requiring a court case, witnesses, counsel etc.

So, I guess they need to report back to a judge at some point. Note: IANAL.

It will be interesting to see who gets appointed to be the special master. This is one thing to certainly keep an eye on.
