This is likely the scare event, the risk of civil war. Republicans sweep the midterms, causing the Left and DS to freak out and activate their foot solders Antifa/BLM they have on standby to cause mass violence and chaos. Trump and the whit hats activate the national guard and begin the mass arrests of the goons.

There’s probably some other steps as well, lock downs, info blackouts etc.
