The IAEA has some old pending investigation into uranium particles it has allegedly detected years ago in Iran.

Iran wants a deal where sanctions against it are lifted and it will return to measures which monitor its nuclear installations, which it claims are for peaceful purposes.

Iran also wants that old IAEA investigation wrapped up / terminated as it could be used in the future to, once again, unilaterally desist from the deal.
