If people follow the recommendation in the article - to look out for these individuals and call in to the given PD number if you know who they are or see them - yes, it will decrease racial tension by potentially avoiding another shooting spree. Involving the community in tracking down the violent racists of ANY color is, to my mind, a sound strategy.
