Yes, it does, and many of the same words are repeated in Revelation. The exact same imagery. If Babylon is long gone, what is John talking about?
Just like the Roman Empire continued after its fall in the nations of Europe and they went on to fulfill the beast prophecy that it would conquer the whole world and break the nations into pieces, Babylon persisted after the city was gone to become an international entity that rides on the backs of governments to control them. That is the fall of Babylon we are about to see.

Remember John the Baptist? Old Testament prophecy said the Elijah would return to prepare the people for the arrival of the Messiah. Elijah did not rise from the dead to fulfill this prophecy. It was John who came in the same spirit, and Jesus said he was the fulfillment of the prophecy.
No prophecy of scripture is of any private interpretation, but don't be too quick to think you know everything about it.
