I have the same ability to read people that you are describing. I don't think he's a good guy, but he is different from the others in that they all have the drive to do their evil but he doesn't.
I'll tell you what I see in him. He's mentally childlike, not the mastermind of anything, easy to control, goes along with what he's told, has overbearing parents, does seem to be uncomfortable in his role and has difficulty hiding it, but he's lacking the courage it takes to be the good guy and walk away from the role he was born to play. His father is pure evil. But Jr wasn't born with the balls or the brains to escape his fate. He's pathetic, controlled by everyone around him. But if he were born to another family, grew up in a normal healthy setting, he likely would have been an ok guy. I can not say the same for his father, Bill, Hillary or Obama. When I look into their eyes I see pure evil ambitions. They would have always looked for opportunity. Jr isn't like that, he's just weak and pathetic.
Mentally childlike, not to be confused with the persona he used for the public, his persona was supposed to be "relatable", and playing stupid was how he dealt with being put on the spot, but he pulled that act from a real place, a real part of his personality as someone lower in the pecking order of his evil peers. He was often accused of being stupid, childish and infantile by the media which helped to reinforce his "character" that he played for the public, but deep down inside Bush Jr was not the mastermind of anything, he was given a role to play, told what to say, how to say it, and went along with it because he is weak minded, like a child, easy to mold. Of course he's guilty because we all have free will and there is no excuse, but he was controlled. Again these are all just impressions I get from "reading" him.

Ive listened to him on radio interviews, the "mentally childlike" is a bit. He is far from stupid. He is guilty as hell.
