The article doesn't say they'll be taking public transport with the unwashed masses, just that they'll be bused in. I'm 100% certain without doing any further research that these buses will be luxury coaches or limo buses acting as shuttles. I don't even think higher-level dignitaries will have to share these buses with each other.
London City has an airport. It's awful to get to for regular people but when there's a limo waiting next to your plane it's a good choice. The main drawback is London traffic but of course there will not be any.
Yes. LCY will fly you to quite a few destinations in Europe/the UK. Not as "international" as LHR or LGW.
LCY is quite convenient, in my view. Am surprised to see someone say it is "awful". That is not my experience. It's a Hell of a lot better than slogging out to LHR or LGW, that's for sure. And don't even mention Luton.
Yes there are quite a few smaller airports around London. As of course you will know, Heathrow (business) and Gatwick (tourist) are the two big ones for flights to the US.
London City is sited very close to the financial district. It did at one time run flights to New York City but now it's all more local stuff. I remember travelling to Luxembourg from there.
Airport is owned by a Canadian pension fund I believe :)

Says no private planes into London Heathrow. No mention of Gatwick aiport but it's much smaller. Will they all have to fly commercial too?

When I was a flight attendant many moons ago my route was US to Gatwick. I never knew about the city airport. Is it an international airport?
