Anything that puts out terawatts of energy (and needs major maintenance) will be centralized. Want it decentralized? Insist on wireless power transmission (hey, we're hoping! That would be awesome)

Get real. The standard power output for an electrical power station is 1 gigawatt (1000 megawatts). Nobody is going to build a "terawatt" (million megawatt) power plant.
And don't hold your breath waiting for it. But prospects and practicality notwithstanding, any powerplant can use its output to synthesize hydrocarbon fuels from carbonacious material and water. If gasoline (or kerosene) didn't exist naturally, it would have to be synthesized. It is too useful.
Not safe to let the elites control that stuff.
