The question I have is, why isn’t the IRS automatically deducting from their paycheck?

Very interesting question. One possible answer would be: IRS agent never filed a W4 form, so there was no legal basis to deduct. Or possibly, they did but checked "exempt" on the form, which I hear is what a lot of illegal aliens do.
