As a county social worker who works closely with CPS, albeit in a small, well-run county, I'm quite familiar with the system. In a large city with dozens of children a day being moved from dangerous homes into county custody, to a group home, shelter or foster home, all you need is one social worker and one supervisor working together to fudge records and have a child disappear. The drug addict mother or mother with major MH issues is powerless to fight the system to accuse the county of taking her child. Large city CPS agencies have been moving kids out of the system to God knows where for a long time. And the people who try to investigate often end up dead. May God protect this senator as he investigates.

Here is another case of a little girl kidnapped and sold into a known pedophile.

A little girl from Tucson, Arizona, was taken away from her family by Child Protective Services and placed into state custody. One of the foster parents is now in prison for running a pornographic pedophile ring, and another faces criminal charges for holding her down in scalding water, causing burns over 80% of her body.

During the trial jury members could barely stop from puking when they were shown pictures of how much of the child's skin was in the drain. The woman tried to claim she didn't know water near boiling was "hot". The child struggled violently to get out, but the mother kept her in.

Emergency workers were shocked the girl survived.

Arizona still won't let the biological mother even visit this tormented child even though she has done ever single thing that was asked of her.

Social workers placed Devani in the care of David and Barbara Frodsham, who had been approved and licensed by the State of Arizona as foster parents since 2002.

The drive home was a different matter altogether. Devani would scream, kick, and cry as she reached out for her mother when she had to leave. She would often cry inconsolably for an hour or more on her way to the Frodshams, crying herself to sleep. When they arrived, she would look around and start crying again.

In reality, the child had every reason to be terrified of men. During the investigation of David Frodsham and a soldier in the Army, Spec. Randall Bischak, law enforcement found a video made by Frodsham of explicit sexual abuse of a little girl about 3 or 4 years old.

They would not give the child back to her biological parents or even put her in the custody of her grandomother.

After Michelle’s parental rights were terminated, Devani became available for adoption. The social workers and Devani’s attorney Thea Gilbert had been advocating for the Frodshams to adopt her, but Frodsham’s arrest put him out of the running.

Once the pedo got arrested, they next put the child in the care of this devil:

“Defendant Samantha Osteraas submerged and held down Jane Doe, a 5-year-old, in a bath of scalding hot water. Jane Doe suffered severe burns over 80 percent of her body. When police arrived, there was blood on the floor and pieces of Jane Doe’s skin were falling off her body. There were bruises to her neck and arms along with other signs of trauma.”

Likely to punish the mother for fighting so hard to get her daughter away from the pedo.

Devani was placed into a medically-induced coma. She was in danger of organ failure. All ten toes had to be amputated. She has endured multiple surgeries and skin grafts since the abuse

She was only 5.

When Devani’s mother learned what had happened to her daughter, she petitioned the court to allow her to visit her in the hospital, to let her know that her mommy loves her and that she is not alone.

Not only was her petition denied, but the minor’s counsel Thea Gilbert reportedly told Michelle that the only way that she would see her daughter was if she was dying.

Devani is now in yet another foster home, and she has had numerous reconstructive surgeries since she was scalded.

Beth Breen, a former employee of Arizona DCS recently broke her gagging order and went on Northwest Liberty News where she detailed the horrifying treatment suffered by a young girl named Devani at the hands of the state foster system.

Breen explained that she was a driver for a 5-year-old girl whose stay in foster care ended with her being permanently disfigured and fighting for her life in ICU because of her bureaucratic 'protection' within the system. The child, who is referred to as Jane Doe in a lawsuit, but whose real name is Devani, was taken from her parents because they had substance abuse issues.

Because her mother struggled with addiction, the state took Devani from her. Like mentioned before, they took her from a bad situation and threw her into a nightmare where she was repeatedly raped and tortured.
