Why would Putin announce his speech... then delay it for a day?

It's all about negotiations, deals and leverage. The NWO can't survive if Ukraine falls. Also, If Russia goes full-tilt war on Ukraine... the world may realize just how many NATO soldiers are already on that battlefield. Things could spin out of control fast.

Putin may be giving the West another day to make any deal offers.
