Idky someone couldn't propose leaving all of Ukraine as sovereign territory, just removing 100% of govt and replacing with interim leadership until a non-controlled,native citizen bunch could be installed. As it stands now, you're still going to have the rotten crowd in Ukraine to continue their bad stuff (remember the bio labs and experiments on innocents), even if Putin can pull off this annexation ion without (hopefully) a multi-front war.
