This has been dealt with in the post.

Put em in camps. Put em to WORK. If they won't (or can't) work, just resettle then in the... ATMOSPHERE? Yeah no, that last part was a bad idea from the get go.

You can't change certain people. Give them they own land/country, and monitor them so they don't cause any more problems. They shape up or they ship out.
