I agree that the Cicada puzzle wasn't an A&S for the Q team. But Q never said the team was less than 10. He said less than 10, 3 of them civilians, knew the whole plan. Operators are dialed-in on their specific mission but they don't know the whole plan.

Of those (less than 10 people) only three are non-military. - Q #60
