I would guess that is 100% true. The man had 2 brain surgeries due to aneurysms. One of them even ruptured. With his cognitive issues everyone believes he has dementia or Alzheimer disease. I would assume he could've had one or more strokes, especially after the surgeries.
You are right about the bruising as well. My dad had 2 kidney transplants, and between the 1st and 2nd he was on dialysis. His arm and/or wrist looked like that frequently. He also had scabs all over his arms from bumping into a counter or a wall or a door or anything else really. They took forever to heal.
Might be on blood thinners. Any IV or banging hand on something might cause this.
