To be fair, the failure to repeal Obama care was one man, McCain, and he wasn't even acting out of stated principle. He had promised his constituents that he would vote to repeal it. He was acting out of childish spite.

He had a lot of help. He was just the front man. That Congress did not do much of what they promised. Just lots of investigations that went no where.
