That stated, whenever one military of a would be adversary moves a large number of troops and assets, even for just a planned military exercise, the opposing side generally does the same. I was in the military during the later stages of the cold war. The NATO allies did a yearly exercise called "Reforger" - plans/dates for Reforger were announced months in advance so as not to provoke a nuclear response. The USSR and other Soviet block allies would ALWAYS move troops in large number during the lead up and execution of the NATO members moving troops into and around Europe.
100%. Been there as well. Both sides also used the opportunities to gather intel they otherwise wouldn't have had an opportunity to see, so the Soviets used those exercises for multiple things (and as a result so did we).
