Negligent homicide seems reasonable. He was handling a working firearm, and so he had the obligation to check to see whether it was loaded with real bullets before he fired it.
IF we were a nation of laws he would be charged, yeah.
So would others on the set. But we no longer even make the attempt to go through the motions of Rule of Law, of Blind Justice, don't expect him to ever be sentenced to anything.
