It is both. White Hats want the Cabal to take us to the precipice. Cabal, on the other hand, performing one final bust before they can shelve the system and bring out the brand new Great Reset plan. But its a bait and switch by the WHs. Once they take us to the precipice, right at that moment, they will realise they were never in control.
