Theory:
Prior to leaving office in January 2021, President Trump may have declared an insurrection, leading to 'Continuity of Government' being enacted.
Remember Trump's speech on January 6th? He appeared for a VERY short time (and was probably in a great deal of danger at the time)... and said exactly what he needed to say.
10 USC Ch. 13: INSURRECTION: §254. Proclamation to disperse:
"Whenever the President considers it necessary to use the militia or the armed forces under this chapter, he shall, by proclamation, immediately order the insurgents to disperse and retire peaceably to their abodes within a limited time."
Now... remember what President Trump said during his very short speech. He requested that everyone present at J6 rally "disperse and to go home peacefully." He said it more than once and I remember distinctly that it met the criteria required by that insurrection act. Weird that he didn't say much else. He crossed the T's, dotted the I's... and then left quickly under heavy security.
It might surprise people... but under Continuity of Government, our actual government may be operating out of various locations outside of Washington DC. That may be why Washington DC appears to be a fenced ghost town these days.

When he told people to disperse, it wasn't just the folks that were storming the Capitol Building. It was the insurrectionists who stole the election. Hmmm... I like it.
