This is misleading!
You need the number of places where the votes are counted
and the number of votes that are counted in these places.
Then you can compare equal places/number of votes of both countries regarding the time needed to count.
Exactly. With more people comes more vote counters. Not that hard whether you have 20 or 400,00,000 people as long there is the right ratio of vote counters/staff to voters.
