"Unacceptable rhetoric and hateful language" - and herein lies your PROBLEM, Prime Minister. Herein lies your problem. YOU don't dictate rhetoric or language, and you never will. YOU keep the nation safe from invasions and domestic crimes, of which "rhetoric and language", of any kind, are not part of.
