I have heard this most about Republican parties in densely populated areas. Some people have attended meetings, finding out that the board members wouldn't know an HTML code if it bit them in the butt, and moving on. But this is a problem! We have to beat the Democrats big everywhere at every level! (And the RINOs too. Turtle can kiss my butt.)
I have heard this crowd running some local Republican parties referred to as "Fox News Republicans" and they tend to be over 50. Sometimes WAY over 50. Not that that's a problem in itself, but I suspect the computer illiteracy problem increases with age some.
How many political campaigns have been run with door knocking via a mobile and an app like Campaign Sidekick, so that Android and Apple and the FBI can track Trump supporters? Hmmm, what could go wrong with that? ESPECIALLY if the volunteer is way over 50.
Also, leaving aside technology, there seems to be no sense of organizing tasks for a project, with databases or with paper.

Yes. If you show up as a volunteer, they begin by asking you for money, and they have nothing for you to do except ask others for money. Recent experience with GOP NV. Planned doorknocking campaign to get out the vote.
My experience is there is a revolving door of good people who try to come in and help, and a parallel embedded cabal who siphon off their money and time till they burn out.
We need to find a way to stop the revolving door and remove the cabal from local power. I think it starts by building connections outside of Party approved events until a critical mass is reached that can wrest control of the local party apparatus.
Use you time at Party events to build connections outside the Party. You can tell who the good apples are because they express concerns beyond giving money to the Party. The bad apples dismiss the concerns and try to focus everyone on getting $$$ for the party.

I totally agree with you about parties. I don't remember anything about them in the Constitution, and a strictly defined limited government simply carries out management functions, with no ideologies. But how do we get there?
Ours are corrupt.
It is a HUGE problem, and I believe it is BY DESIGN.
They normally have/ need younger guys to help them,my brother does that for our local party.
If you are good at this attend your county meeting,get to know the guys a bit and volunteer if you can,or just give good advice during the meetings.
