Let's get rid of all of the executive branch that is useless/redundant and cleanup the rest.
Let's get out of NATO and the UN and kick their operatives out of the US.
Let's ban people with dual citizenship from serving in public office.
Let's disband every single NGO that congress has abdicated authority to.
Let's eliminate ALL campaign donations and force the candidates to use CSPAN & PBS for free.
Let's require legislation to be a single issue only. No bundling and no misleading titles. And No more voting on bills they haven't even had time to read.
No more making congressmen PAY for a seat on a committee. Let the cream rise to the top.
Florida uses their National Guard for that. After Andrew they were carrying long guns and guarding places like grocery stores. Would you believe, there was no looting.
Typically there is a bid or no-bid situation for most military tasks. I'm not absolutely sure about the chainsaw thing but it does sound like it's out of scope for the military so they would likely get external resources for a big task if anything.

And it has been done before. one single example is active duty support to south Florida after Andrew. the Army has combat engineer battalions, the Navy has SeaBees, the Air Force has Red Horse...there is a LOT of military capability. And,just for giggles,lets consider the employment of Transportation Corps (Army) elements and the use of non-engineer units for security and clean up.
So,talking out of your ass about us does not answer the basic question and does not shed light on the fundamental issue - the capability of our military is immensely robust.

Its an idea but military doing a job an insurance company should be laying for, wont happen.
Contractors would lose a lot of money.
