You're conflating two major issues- miseducation over health/history, and programmed trust in authority. You don't understand an outcome because you're not looking at the causes.
EDIT: I guess you could also say you don't understand why government health agencies aren't doing more testing if they were created and are funded exorbitantly to safeguard health.
