North Korea (lately at least) seems to have timed their missile launches to periods of time when Western and Eastern Powers were at each others' throats. This to me seems deliberate.
I'm not saying Kim Jong Un is a good guy or anything like that, but he's not stupid either. NK is a tiny nation, and would be in a bad way if a major conflict broke out, particularly with the saber rattling between D.C. and Moscow right now. it's in his best interests to keep the status quo until he can maneuver into a better situation for himself at the very least. Is it possible that Pyongyang is timing their missile launches to distract the bigger players before things escalate further, or at the very least, to slow the escalation? is there anything to back up this hypothesis? feel free to poke holes at will.
I don't think it would work for NK to have a 'nice' man at the helm. They are justifiably paranoid, as they were invaded by USA and CCP to have a war fought on their soil. They were the ham in the sandwich and many of their souls were stolen by world powers.
So, yeah, shoot off a missile to let of a little steam. FAFO. Looking at you, Japan, who historically invaded Korea over and over and over again.
how many times did the Mongolian empire in china invade Japan?? over and over. Japan has been invaded or threatened with invasion as many times as its invaded. they are not the only bad guy over there.
Oh sure, history is written with the blood of the fallen. there's no doubt about that. I'm just not gonna say "this side is good therefore that side is bad," when the sitch is clearly more nuanced, lol.

Hey I could easily be wrong, it just seems to make the most sense to me. It's a risky maneuver to say the least, but it might be the only option available to them.
