Certainly does apply today, but just as certainly it’s not Napoleon - prose style is all wrong, even allowing for the possibility of a crummy translation from French into English.

In fact it comes from a book published in 1933, when the Great Depression was front and center in everybody’s mind: "Monarchy or Money Power” by Robert McNair Wilson.

I was suspicious as well, it seems Napoleon often has extraneous quotes attributed to him.
