I’d add:

• people supplying weapons, plans, victim locations or motivation to « virgin » would-be terrorists (includes Jihadists, Antifa, Arsonists, mass polluters…)
• rapists who recidive (also includes pedoes)
• inside-traders stealing more than a million at a time (using High Frequency Trading counts)
• People burning a place of worship or violently assaulting its religious authority for the symbol represented.
• killers (innocent) cop or teachers …

Actually I was born before France had forbidden the death penalty. The people paid a lot for this idiotic decision. It was partly based on Victor Hugo’s « The last day of a condemned man » which he erroneously described as someone capable of great eloquency and capacity to acknowledge his own errors. I don’t recognize the Wokesha Christmas Parade killer as such a virtuous inmate.
