That has to be some sort of comms. How does the photographer or anyone else in the room not correct that.

And these Comms are relevant present day! Original instagram post: Oct 3 2022. The fact that it was "debunked" on Politifact means this meme got a lot of traction (aka pushed for Comms messaging).

The context of the un-adulterated image is that of Bush speaking with Tony Blair. However, the meme has a picture of Tony Blair's face was photoshopped in as well!! Why would the meme creator bother to do that, when the humor focus is on Bush "being a dumba**" holding a phone for a photo op?

Answer: The involvement of Tony Blair in this Comm is important. Therefore this context that needed to be embedded into a single image suitable for Social Media platforms.
