Triangle of combustion - Oxygen, Fuel and Heat. You have to remove one of those to put a fire out. Hard to do on lithium ion batteries.

The heat is distributed more slowly which is the best way to suffocate a fire like this.
The melting point of quartz is pretty high anyways. Only lightning strikes are capable of instantly vaporizing quartz sand.
