Technically speaking. Germany has the better claim on the territory. As it was part of Prussia and later Imperial Germany. Followed by Poland and Lithuania. Though the German population was forcibly expelled at the end of WW2.
As far as I was aware though the annexation thing. Was meant as a Joke by a Czech politician rather then a serious thing and was blown out of proportion. Further seized on by various Anti-Russian groups given how it ruffled Russian feathers.

I don't see why russia would really care czechia has never had a claim on that territory and it's just another psyop meme like NAFO
